Obama Puts Health Insurance Industry in Charge of Insurance Regulations
Ex-Baucus aide, Former Welpoint VP, now HHS policy director

Liz Fowler had taken heat from liberals for helping to author a healthcare reform bill without a public option.
Liz Fowler, former chief health counsel to Senate Finance Chairman Max Baucus (D-Mont.) and a key architect of the Democrats' health reform law, is now a policy director for the Health and Human Services Department (HHS), Jay Angoff, director of the agency's Office of Consumer Information and Insurance Oversight (OCIIO), clarified Monday.
Fowler's move to the OCIIO was first reported by The Hill almost a month ago, but Angoff's comments mark the first time the HHS has publicly indicated her position to be OCIIO's deputy director for policy. Fowler arrived at that post two weeks ago, Angoff said.
A former vice president at the insurance giant Wellpoint, Fowler has taken some heat from liberals for helping author a healthcare reform bill absent a public option, which was anathema to the insurance industry.
Baucus tapped David Schwartz, a long-time health policy adviser, to replace Fowler as his chief health counsel.
